Exactly as planned? I don't think so.
Some would has us believe that some international cabal is secretly plotting to kill off most of the population. Even if there is, their implementation has got to be the stupidest in recorded history. Who are they killing off? They're killing off the compliant people. The remnant is going to be a whole lot more skeptical and trust the soi-disant elites a whole lot less. They have engineered their own destruction.
