I haven't bothered to read the linked article, but I can already say, the Fed will NOT raise interest rates significantly. The USA has nearly doubled the national debt since 2009, and the only way the US manages to even PRETEND to pay for it is that nominal interest rates are artificially frozen near zero.
The Fed _WILL_ almost certainly raise interest rates in late 2016, in order to provoke a financial collapse at the beginning of the Trump administration.
