Virginia
will once again take up the issue of redistricting as a result of a court
ruling which found that the latest map unnecessarily concentrated black voters
into the 3rd District. Republicans have appealed the ruling while
Democrats are eager for Gov. McAuliffe to call a special session in hopes of
using the process to pick up an additional Congressional seat. The current map
is a result of a report issued by an Independent Bipartisan Advisory Commission
on Redistricting commissioned by Gov. McDonnell in 2011 to ostensibly remove
partisan politics from the redistricting process. (continue reading)
