Yes, he will. There was never any doubt. However, so did GWB and WJC and GHWB, because this "crisis" has been building since 1987. That's when the Chinese started dredging coral atolls and piling dirt up on the reefs trying to create new islands where there never were any before.
You'd have thought that the so-called "environmentalists" who freak out every time an anchor comes even CLOSE to a coral would have screamed bloody murder over this one, but no - no communist crime is ever bad enough to notice.
If GHW Bush had bothered to say "The United States of America will NEVER recognize sovereignty or territorial rights to artificially created islands in international waters.", the entire thing would have been stopped - or at least, a useful precedent would have been set. But the USA - and especially the US Navy - have been carefully tiptoeing around the Spratley Islands for a quarter of a century.
