New York Governor Andrew Cuomo today signed legislation
requiring state issued permits for church pastors. According to the new law,
any person delivering a sermon to a group of five or more people must first
obtain a permit issued by the State Division of Human rights, a process that
requires applicants to undergo diversity and sexual harassment training. (continue reading)

Sounds like Big Brother's first step to control speech and thought.
couldn't find the press release.... don't know how accurate this is.
It was preaching without a license that caused the Puritans to go to the Netherlands. The license was a way of ensuring perfect dogma, but the Puritans and a couple other similar groups wanted their faith with less trappings. Faced with a never ending hassle from both the Crown and the COE, they folded camp and moved out.
