Teens and Distracted Driving

It's not just teens, of course. You can spot a distracted driver almost immediately. They drive slow and erratic. They're dangerous. I want to force these people off the road and give them a merciless physical thrashing.

All the police see accidents that occur while someone in a vehicle has a cel phone.
Almost everyone has a cel phone, +81% of people admit to using cel phones and driving.
Yet aggregate numbers of auto accidents has fallen since the widespread acceptance of cellular use.
Politicians seem to all say, "something must be done"

The numbers don't add up. Someone's not telling the truth.

Perhaps "teens" shouldn't be driving, or should be forced to drive without personal liability insurance (not 3rd party..) until they're 21? hereby taking complete responsibility of their actions.
