During the period from the end of Vietnam until Operation Iraqi Freedom, a great deal of the medals obtained (I won't say "earned") were indeed awarded just for showing up to work. They were generally given at rotation time to people who were liked by their command. A great number of people did twenty years or more of service, never saw a moment of combat, and retired with as many medals as a Third World Dictator. Glad to see that at least some medals were earned in combat.
