It's a legal thing. In Colorado the person defending himself must be "in fear of death or serious bodily injury" Think of it as a magic phrase that works as a get out of jail free card. The best part is that the threat need not be real or actual.
As a (retired, 33 years) police supervisor and investigator, I sometimes found it hard to get officers involved in a shooting to say the magic words.
