I used to live there; I've been there - the front stretch stands are just outside the course, an invitation to exactly what happened, as anyone whose ever attended knows instinctively. Forces involved pull the planes outside the circuit when things go wrong and something goes fatally wrong about every other year. It's a wonder attendee deaths hadn't happened earlier then 2011.
None of this negates anything Bill says. But "risk" realized at the expense of a dozen lives isn't a feasible, calculable risk. it's a folly that could have been prevented. The Stead airstrip will likely be reformed in some way. Hopefully it won't be a shutdown, but rather a sane location for attendees...for the first time.
