It seems like a good rule would be don't stop until the rest of the train does.

The train stopped because it went into emergency.

When the rail cars were blown off the track, it caused the air hoses between those cars to break. When the air connection is broken, the train will go into emergency, and all brakes will apply do to the lose of air in the train. (Locomotives pump 90 psi of air into the train to release the brakes on all cars. If there is no air in the the cars, then the brakes will be applied)

The crew really did not have a choice to stop when or were they wanted.
