It's a grenade adapter for launching grenades off rifles. You fit the finned portion on the end of a rifle and pull the pin. The little catch holds the spoon down. When you fire the rifle the bullet gets trapped in the tubing. The catch slips down freeing the spoon and arming the grenade. The kinetic energy from the bullet sends the whole thing flying.
