I get the joke, of course. But anyone at all familiar with the bible knows that the covenant concerning circumcision was between God and Abraham, not God and Moses.
Abraham preceded Moses by many generations. He is also acknowledged as the antecedent of the Arabs as well as the Jews, which is why both peoples practice circumcision.

Be fair I think Muslims also have to be circumcised; spot on about the oil though. How different would the rise of Islam be without oil?
