tis a common method for moving multiple trucks around here in the USA.
Judging by the pickup on the back, I'd guess it is either an oversize load crew returning to base (lots of wind farm parts are trucked using the part as the anchor for wheels etc and the truckers haul one way) or it is someone who went to an auction, bought three rigs and is heading in.
They pull the steer wheels and drive shaft, bolt a pin on the axle and you see sometime 4 trucks moving along even from the Factory to the dealers they do it that way.

The first thing I thought was he was delivering them and the truck on the back was his. So he could drive home.

We see this a lot in the US, it's a truck orgy. Just think of the pick-up as a midget to mix things up a bit...

Just transporting trucks it is cheaper to pay one driver instead of 4.
