You can find these "scrapyards" virtually anywhere that the Soviet Army was billeted and could not remove their war material. Poland has a few of these places. The Czech Republic may have some but I have not been there as yet.
Many of these sites have no guards. I believe the ordnance has been removed, however. YMMV.

If you look on Google maps for Kabul, find the runway. The tank graveyard looks about 5km east of it.

Looking at the airfield-type gizmos in the distant background, I make this boneyard to be near Bagram Airfield, Kabul, the 'Stan.

Just think of the money that could be made selling that armor to collectors. Let the buyers pay for removing it.
