This thing runs in the Netherlands (werktrein = 'worktrain').

We're to cool to do our own rail-laying, so we decided to build giganourmous complex yellow machines to do the work for us (like that submarine some brits sang about). Gives us more time pimping all those hookers and smoking joints.

Also it doesn't build railways from scratch, it replaces the wooden blocks that anchor the rail (while the machine itself is still running on the same existing track: like changing your socks while keeping on your shoes.

Yes, we're a clever bunch, been that way since we had to invent both dykes and dikes (on the offload ugly women, the other to keep from drowning).
