Its lockheed martin's idea for a supesonic plane. The weird curved fin helps minimize the sonic boom. I think darpa developed it for obvious military applications.
It's either that or a cover to a 1936 issue of "Astounding Stories of Super Science."It looks very Buck Rogers.
