I'm from before the invention of pantyhose and have seen a lot of garter belts. Panties were meant to be put on first. The strap length on the suspenders was to allow the panties to be lowered enough for elimination. Any time you found a girl who put them on last you had hit the jackpot because she had already planned to take them off.
