If it is USN, then the ROE their under probably denies them the right to return fire unless and until the fuel bunker or ammo locker has been compromised by secondary detonations.
That's the Russian Destroyer Admiral Chabanenko. Heck, with their damage control training, the sailors would probably abandon ship if that artillery piece puts a hole into the water line. And those exposed missile racks just scream, "Shoot me!"
