San Francisco. That's the Bay Bridge in the foreground. The iconic Transamerica Pyramid can be seen at center-right. Fog has enveloped most of the city excerpt for the financial district, which is what you are looking at. The photographer was Robert Cameron, who recently died.
It is San Francisco pre 1989 earthquake which destroyed the Embarcadero Freeway which you see running between the Bay and the Financial District. That is gone and replaced by a surface street and plaza.
