It always blows like that in Wyoming.
It's just the annual hay bale migration, on their way to winter pastures.

I always wanted to be a hay bale cowboy, and sing around the campfire and bring in the Fall herd.
In Wyoming, they use a length of 2 inch chain as a windsock.
Herding hay bales. You don't have to be quick, but you do have to be steady.
