Russian policy has focused on controlling the Caspian littoral for decades, in effect for over 200 years. As part of that old and still current strategy they worked on methods to rapidly move assault troops below the radar and seize key installations.
Remember this when considering Putin's current efforts to tie up all energy supplies from Iran and Azerbaijan and control the supply routes to Europe.
