was tried a few years ago on Dutch highways as part of tests to implement a nationwide system where cars will soon send their speed, direction of travel, and location to police computers every minute or so. No speed limiters there, just fully automated ticketing whenever you go over the limit. More government revenue that way, and no more need for Gatsos which can be (and are) vandalised. And the mobile speed trap crews can be reassigned to other Big Brother duties, like manning the checkpoints where people are fined for driving too close together, driving in the fast lane too long, etc. etc. etc.
