That's a SPI/E rig. Special Patrol Insertion/Extraction, formerly known as Special Personnel Insertion/Extraction.

When trying to lasso a chopper, Step one is tie the end of the rope to something substantial.
Its a SPIE extraction. Special Purpose Insertion/Extraction rig. Basically a line with a bunch of SpecOps guys hanging on it being drug through the air by a helo.:-)
