  1. British Transport Police said: "We have investigated this but it appears the 17-year-old and his friends who took the grit did not realise they were committing an offence. We will not be taking this any further."

    The moral of the story appears to be 'don't trust the council'. Yet Cumbria council's website seems pretty clear about the matter.
