actually it'd be better to look at countries like Germany on the Taliban effort; they aren't allowed to actually fight, while the Americans, English, Canadians and Aussies are killing at a very decent clip.
The areas under control from the rest of NATO are being overrun and made safe havens because of the RoE's on those units.
