Hmm... I did not know the Swedes were flying C-130s/L-100s.
That looks like a legit low level pass for a technique called LAPES - Low Altitude, Parachute Extracted System (Or something similar). The cargo and pallet get pulled out of the Herc when the chute is deployed:

Damn, I love C-130s. They were the first planes I maintained in the Air Force - 1962 vintage E models...they were only three years older than me.... :)
