I have a friend who was hired as a "gardner assistant" by the his local city government. His first day on the job, he was sent out with five other people. There was a truck driver and truck driver's helper, a supervisor, a gardner, and some other guy holding a cilpboard. When they got to the worksite, the gardner handed my friend a shovel and told him to start digging. The rest of the day, my friend dug holes while the rest of the "crew" stood around smoking cigarettes and watching his progress. He didn't go back for a second day.
